Washington County Board of Supervisors: Committees & Advisory Boards

The Washington County Board of Supervisors establishes and makes appointments to various Committees and Advisory Boards throughout the year. Most Committees and Advisory Boards are established at the Board of Supervisors Annual Organizational Meeting held in early January. Committees and Advisory Boards meet on a regular or as-needed basis, usually coordinated by County administrative personnel. Committees of the Board of Supervisors are composed of two or three Board members, assisted by County administrative personnel and/or other persons appointed by Board Committee members. Some Committees are constituted jointly with one or more other County boards, authorities or commissions. Advisory Boards to the Board of Supervisors are composed of up to seven persons appointed by the Board of Supervisors, based on County Election Districts, organizations and/or at-large representation (no Board of Supervisors members serve on Advisory Boards). Committees and Advisory Boards are charged with a variety of responsibilities, usually to review and advise the Board of Supervisors on specific matters or issues of interest to the County government. Committees and Advisory Boards serve an important role in their ability to focus on specific matters in detail and render advice and recommendations for formal action by the Board of Supervisors.

  • County Facilities Committee: Supervisors Dulcie Mumpower and Odell Owens

    Purpose of Committee: To review, oversee, investigate, develop recommendations and report to the Board of Supervisors on matters pertaining to County office and other building facilities, including assessing the immediate and long-term needs of such facilities.

  • County Emergency Services Committee: Supervisors Paul Price and Jack McCrady

    Purpose of Committee: To review, oversee, investigate, develop recommendations and report to the Board of Supervisors on matters pertaining fire and emergency medical rescue services in Washington County.

  • County Personnel Committee: Supervisors Dulcie Mumpower and Odell Owens

    Purpose of Committee: To review, oversee, investigate, develop recommendations and report to the Board of Supervisors on matters pertaining to personnel needs, policies and practices within the Administrative Division of the County government.

  • Purchasing Practices Review Committee: Supervisors Jack McCrady and Odell Owens.

    Purpose of Committee: To review, develop recommendations and report on matters pertaining to County purchasing and procurement policies and practices.

  • Joint Comprehensive Plan & Land-Use Ordinances Committee: Supervisors Phillip McCall and Tom Taylor; Planning Commissioners Mickey Tyler and Bill Canter.

    Purpose of Committee: To review, oversee, investigate, develop recommendations and report to the Board of Supervisors on matters pertaining to revising the Washington County Comprehensive Plan and the County's land use ordinances (subdivision and zoning) in coordination with the Washington County Planning Commission.

  • Joint County Parks & Recreation Committee: Supervisors Kenneth Reynolds and Paul Price; Park Authority Members Lee Garrett and Tony Miller.

    Purpose of Committee: To review, oversee, investigate develop recommendations and report to the Board of Supervisors on matters pertaining to County recreational facilities needs in coordination with the Washington County Park Authority.

  • Joint School Budget Committee: Supervisors Phillip McCall and Jack McCrady; School Board Members Tom Musick and Elizabeth Lowe

    Purpose of Committee: To review the proposed Washington County School Board budget and the develop recommendations for funding of same for presentation in the County Administrator’s Proposed and Recommended County Operating Budget in coordination with the Washington County School Board.

  • Joint County Utilities Committee: Supervisors Odell Owens and Tom Taylor; Service Authority Commissioners Sam Kiser and Gerald Cole; Industrial Development Authority Member Russell Owens

    Purpose of Committee: To review, oversee, investigate, develop recommendations and report to the Board of Supervisors on matters pertaining to the provision of public water and sanitary sewer services throughout Washington County in coordination with the Washington County Service Authority and Washington County Industrial Development Authority.

  • Joint City/County Relations Committee: Supervisors Kenneth Reynolds and Dulcie Mumpower; City of Bristol, Virginia Councilmen Jim Rector and Farnham Jarrard.

    Purpose of Committee: To review, develop recommendations and report on matters pertaining matters of mutual interest to Washington County and the City of Bristol, Virginia.
